Our Opinion: The reality of producing city contests

Jefferson, the programming guy, rushes into the producer's office with an idea for a new show.

"It's kind of a cross between C-SPAN and reality TV," Jefferson gushes. "We invite people to run for municipal office - mayor, council member, prosecutor and judge - and we wrap up with an April election as the final episode. Exciting, huh?"

"It has possibilities," the producer says. "Especially if we work in some partisan bickering and a brutal primary."

"Sorry, it's a non-partisan election and there's no primary," Jefferson says, "but it still can be compelling."

"I'm worried," the producer replies. "What if we don't get enough candidates?"

"I've already got verbal commitments from six incumbents: Municipal Judge Cotton Walker; city prosecutor Brian Stumpe; and four council members, Jim Branch in the First Ward, Laura Ward in the Second; Ken Hussey in the Third; and Carlos Graham in the Fourth."

"What about the Fifth Ward?"

"Incumbent Ralph Bray won a county office so he's vacating," Jefferson replies, "but a challenger, Mark Schreiber, has announced."

"What about mayor?" the producer says, "I read that incumbent Eric Struemph isn't seeking re-election."

"Two hopefuls have announced they will file," Jefferson says. "Bob Scrivner, a Third Ward council member, and Leonard Steinman."

"That's a start," the producer says, "but we need more contests. Elections are about choices. It's good for the voters and it's good for the candidates, too. Contests generate news stories and public forums. Candidates must articulate their positions on city issues and, if elected, be accountable for the actions."

"I couldn't agree more," Jefferson says. "Filing begins at 8 a.m. Tuesday and continues through Jan. 20. That gives people more than a month to consider serving the city as a elected official. "But," the producer says. "elections haven't exactly been attracting a lot of candidates recently."

"Public service isn't easy, and it isn't for everyone. It requires time, energy and commitment. The challenges are many, but so are the rewards."

"Okay, it's getting the green light. But, Jefferson, let's have an election that generates interest among both candidates and voters."
