Jefferson City revises 2015 street overlay list

Two streets added, three removed

The annual street overlay list for 2015 has received minor changes in the last month, with two streets added, three removed and one changed.

At the Public Works and Planning Committee meeting Thursday, Operations Division Director Britt Smith presented a revised three-year list of streets scheduled to receive an overlay. The original list was presented last month, but since then staff has had to make several changes.

The city's half-cent capital improvements sales tax provides $1.2 million each year for street resurfacing.

The changes, as noted by Smith, remove Roland Street and Roland Court from the 2015 overlay list, putting them back to the 2016 list. The two streets were added to the 2015 list at the request of 5th Ward Councilman Larry Henry.

Smith said staff had decided Roland Street and Roland Court would benefit more from new sidewalks and driveway entrances, which should be done before any overlay. Smith said resident issues have been more about the sidewalks and driveways, both issues that would not be addressed by an overlay.

"We want to get this work done before we do an overlay," Smith said.

Smith said while the ride down Roland Street and Roland Court may not be smooth, the pavement is, for the most part, stable.

Smith said the city would use a mix of funds available through Community Development Block Grants and the capital improvements sales tax for the sidewalk project.

Another change to the list removed diamond grinding that was set for South Country Club Drive and Stadium Boulevard. Diamond grinding, something the city has never done before, smooths the surface of a street. Smith said staff spoke with other agencies more familiar with the diamond grinding process and discovered, due to the age of the streets, it may not be the best solution.

Smith said diamond grinding on streets 10 years old or older does not work well without an additional hard surface applied to the street, which would significantly increase the cost. Without the additional surface, Smith said the process actually would speed the rate of deterioration.

Instead, he said, the city will overlay a smaller section of South Country Club Drive, which he said would be a "much better project" that still addresses resident concerns and saves about $60,000 from the original project.

Because of that cost savings, Smith said the city was able to add three new sections for overlay on Harpers Ferry and Shermans Hollow to the 2015 list.

In other business, the committee approved a recommendation to award a stormwater project on Don Ray Drive to Kauffman Enterprises, though not before a lengthy discussion on the contractor.

City Engineer David Bange said staff had bid a project with three options and Kauffman Enterprises was the lowest bid on all three. Staff recommended awarding the bid for a new box culvert on Don Ray Drive to Kauffman Enterprises for roughly $150,000.

But several committee members commented the city has had past issues with that contractor and questioned awarding the bid to Kauffman.

"Maybe we do need to look at the second lowest bid," Henry said. "The quality of the work is what's most important."

Smith said staff has never had any issues with the quality of Kauffman's work, but with the timing. Bange said Kauffman is typically slower on projects than others and that has caused the contractor to pay damages to the city when the laid out schedule is not being adhered to.

After some discussion, the committee approved staff's recommendation, but suggested staff members communicate with Kauffman about the committee's concerns. The recommendation will go to the full City Council for review.
