Waters, a Democrat and a member of the Congressional Black Caucus (CBC), should have firsthand knowledge of scumbags.

Waters was investigated for using her influence to get a bailout for OneUnited bank. Her husband was on the banks board and owned a lot of stock in the bank. She got her chief of staff to "fall on his sword" for her.

From the Office of Congressional Ethics report," It appears that Representative Waters recognized and made efforts to avoid a conflict of interest with respect to OneUnited. However, the Committee has also unanimously determined that Representative Waters' Chief of Staff, Mikael Moore, took certain actions on behalf of OneUnited when he knew, or should have known, of Representative Waters' personal financial interest, despite Representative Waters' instructions to avoid the conflict."

Since 1980 two representatives have been expelled from Congress, both Democrats. Since 1979 five House members have been censured, four Democrats and one Republican. Two of the Democrats were members of the CBC. (Rangel & Diggs) Since 1976, 10 representatives have been reprimanded, seven Democrats & three Republicans, only one of the Democrats (Richardson) was a member of the CBC.

Rep. William Jefferson, a Democrat and CBC member, didn't have to worry about being expelled or censured because he lost his re-election bid in 2008, after being indicted by a federal grand jury in 2007. In August 2009 he was found guilty on eleven counts of corruption and sentenced to 13 years.

Rep. Jesse Jackson Jr., a Democrat, and CBC member, would have been expelled or censured, but he resigned. In 2012 he cut a deal and pled guilty to wire and mail fraud, he was sentenced to 30 months in prison.

Rep. Chaka Fattah, a Democrat and CBC member, resigned in June 2016, after being convicted on 23 counts of a federal indictment. He was sentenced to 10 years in prison.

Rep. Corrine Brown, a Democrat and CBC member, lost her bid for re-election last year. In July 2016 she was indicted on 20+ federal counts. This month her chief of staff, who was also indicted, pled guilty to two counts. Under the deal he cut he can't be sentenced to more than 30 years. Ms. Brown is awaiting trial.
